Union Settlement Announces New Senior Staff Appointments
Rich Bengloff as the new Chief Financial Officer, Chanda Hill as the new Director of Early Childhood Education, and Bonnie Miller-Ladds as the new Director of Mental Health

NEW YORK, N.Y. – Union Settlement (www.unionsettlement.org), the oldest and largest social service provider in East Harlem, today announced three new senior staff appointments – Rich Bengloff as the new Chief Financial Officer, Chanda Hill as the new Director of Early Childhood Education, and Bonnie Miller-Ladds as the new Director of Mental Health.
“We are delighted to have Rich, Bonnie and Chanda join our senior staff,” said David Nocenti, Executive Director of Union Settlement. “They are strong leaders with years of nonprofit experience and a clear dedication to serving individuals in need. Their skills, expertise and dedication will be invaluable to Union Settlement’s work here in East Harlem.”
Rich Bengloff most recently served as the Chief Financial Officer for Goddard Riverside Community Center and also previously served as Chief Financial Officer for WNYC Radio. He is currently an Adjunct Instructor at both Hunter College and at the Fordham University Graduate School of Business. He served on the Union Settlement Board of Directors from 2001 to 2009, including a period as Assistant Board Treasurer, and has worked at Deloitte, Sony Music and Time Warner. He brings the diverse experience of managing all aspects of not-for-profit finances with an understanding of the operational process of holistic human services delivery on a cost-efficient basis. He is a CPA and a graduate of SUNY-New Paltz and received his MBA from Columbia University.

Chanda Hill brings a wealth of early childhood skills and experience to the position. For the past five years she has overseen the early childhood education program at SCO Family of Services, which is one of the largest providers of early childhood services in New York. In addition, she previously held similar positions at both Grand Street Settlement and the Brooklyn Bureau of Community Services. Chanda holds a Bachelor’s degree in Child and Family Development, a Master’s degree in Education, and a Doctor of Management degree in Organizational Leadership.

I am excited to establish and build impactful relationships in the community in a sincere and meaningful way.”
Bonnie Miller-Ladds joined Union Settlement’s Mental Health Department in 2008 as a Clinical Supervisor and has served as the Assistant Director of Mental Health Services since 2014. She received her Master of Social Work from the Wurzweiler School of Social Work and post-master’s training from New York University, National Psychological Association for Psychoanalysis and Manhattan Institute for Psychoanalysis Trauma Training Program. Prior to joining Union Settlement, Bonnie worked at FEGS and the Jewish Board of Family and Children’s Services.
